WordPress.Com is a simpler, hosted version of popular WordPress software. WordPress.Org is the more robust, complex and self-hosted version.
For most bloggers, entrepreneurs and small non-profits I recommend WordPress.Com due to its simplicity, support and sustainability by the average user.

WordPress.Com is a simpler version of WordPress, with only a few hundred Theme layouts and no special Plugins on low cost plans. I recommend WP.COM to most clients given its simplicity, security and sustainability…with all the core power of WordPress! As your site grows, you may either upgrade WP.COM to allow Plugins, or easily migrate your content to a WP.ORG site.

WordPress.Org is the most common version used on the Web and is recommended by most WordPress Designers and Developers. It has great power and versatility, but added complexity as the User needs to configure this open source software on a Host, maintain software updates, and select special Plugins to assure site security and searchability.
